As Uganda approaches the 2025/2026 general elections, Justice Simon Mugenyi Byabakama, the Chairperson of the Electoral Commission, has condemned the corrupt practices of some Returning Officers.
In a message delivered by Mucunguzi Julius, the Electoral Commission’s Public Relations Officer, during the Mid-West Region stakeholders’ workshop in Fort Portal City, Byabakama accused certain Returning Officers of engaging in corruption, including bribery, extortion from aspiring candidates, and other unethical behaviors.
He said that the Returning officers should desist from such practices emphasizing that they have a role to play in building a positive image of the commission and maintaining public confidence in the electoral processes.
Absenteeism in working hours
Byabakama also expressed concern about the persistent absenteeism of some officers, noting that this has resulted in offices being closed during working hours, which contravenes public service standards and prevents citizens from accessing necessary services. He stressed the importance of voter registration, which allows individuals to vote, nominate candidates, and participate fully in the democratic process.
Hajji Suleiman Kato, the Midwest Regional Elections Officer, announced that the voter update exercise would begin on January 20 and run through February 10. He reported progress in reorganizing polling stations and demarcating electoral areas, with plans to display these areas to district officers and sub-counties next week.
Jacinta Kasozi, the Senior Election Officer in the Voter Education and Training Department, urged stakeholders to participate actively, lawfully, and peacefully in the updates and display activities.
