Kabarole District Local Government has engaged teachers and headteachers aged above 55 on the new Public Service Pension Scheme, 2025, and eligible members can decide whether to join the contributory arrangement.
At a meeting at the district headquarters in Kitumba, Chief Administrative Officer Stephen Rubaihayo explained that public servants will contribute five per cent of their monthly salaries towards retirement savings, while government will also contribute.
Principal Human Resource Officer Gideon Kamuhanda said this differs from the old system, where government financed pensions without mandatory individual contributions. Under the new scheme, employees and government share responsibility, and the money will be invested to generate returns for members when they retire.
He said the funds will be placed in government securities, including bonds, and will help mobilise domestic savings and reduce reliance on borrowing from institutions such as the World Bank and the International Monetary Fund.
Mr Kamuhanda said teachers and headteachers above 55 who are covered can choose to join, or decline by writing to the district authorities. Those opting out should send their letters through the District Education Officer’s office to the Chief Administrative Officer.
Officials urged teachers to understand the reforms and the implications of their choices before deciding.
