The Bunyangabu District Chief Administrative Officers (CAOs) Nsubuga Isa Hood has directed town clerks and sub-county chiefs to immediately recover loans disbursed under the Parish Development Model PDM.
The directive also requires parish chiefs and PDM SACCO leaders to ensure timely repayment, identify defaulters and submit performance reports to his office.
In a document dated 13th March 2026 distributed among stakeholders, the CAO states that his office received a circular dated 27th January 2026 from the permanent secretary/secretary to the treasurer ministry of finance Ramadan Ggobi demanding progress of PDM loan recovery from individuals that received during the first phase.
The first PDM loans in Bunyangabu district were disbursed on 30th June 2023 with a grace period of two years which elapsed in June 2025.
Launched in 2022, the PDM is a flagship multi-sectoral strategy aimed at moving 3.5 million subsistence households into the money economy.
Under the initiative, each parish receives Shillings 100 million annually, managed by parish Savings and Credit Co-operative Societies (SACCOs), which provide financing for local development projects.
