Drama ensued Yesterday morning March 15 2023, during the North division extra ordinary council, when the deputy RCC North division Andrew Ntange was forced to apologize before the council for having issued threats to the councilors.
The Scenario
It all started about last two weeks, when division councilors staged their protest over payment delay of their ex gracias by the city council worth 57.6M shillings for a period of 8Months.
The angry councilors asked the RCC to apologize or else be thrown out of the council.
The councilors ,were claiming that protesting is their fundamental right thus the RCCs threats were uncalled for.
The apology
RCC Ntange, in his statement condemned the councilors for protesting instead of resolving issues in a civilized way.
He stated that he wouldn’t stand with councilors who prefer resolving issues violently.
However, the RCC was quick to apologize before the council stating that he was misquoted by the media.
He thus asked the councilors to forget all that happened and start up a new chapter as they work to foster development in the area.

The North division councilors have given the government and the Fort Portal city authorities two weeks ultimatum to have paid them their ex gracias worth 57M shillings for 8 months
During an extraordinary meeting that was held at the division headquarters today chaired by the speaker Rose Kajubu, the councilors said that they have spent 8 full months without any payments.
The councilors, said that they are demanding their ex gratia which the city has totally failed to pay.
They added that they only had their ex gratia four times, which was even taxed 30%, an act they said that is illegal.
The councilors, explained that they have tried to petition the state house Anti corruption unit and the Ministry for local government, but it’s now two weeks of no response.They have therefore resorted to giving them two weeks ultimatum to have paid them their money or else they lay down their tools.
What leaders say,
Joseph Mashuhuko , the division mayor informed the city mayor that on January 31, they met with the city clerk who promised to pay them but all in vain.
He said that the councilors are demanding about 57M shillings since the last financial year 2022-2023.
However, the city mayor Fort Portal city David Kyasanku who sat for almost two hours in the council, promised councilors that they will get their money when some issues are being settled.
Kyasanku explained to the council that he talked to the ministry who confirmed that they have never sent the councilors money but any time they will receive.
The council however selected a committee that will go with the city mayor to the ministry as they follow up the matter.
