Authorities in Fort Portal city council are urging for the prompt reassignment of the City RCC and her two deputies following a recent altercation involving the city mayor, Edison Asaba Ruyonga, and the Deputy Resident City Commissioner, Andrew Ntange, at Ibale Primary School in central division Fort Portal.
The origin of the Cause
The confrontation unfolded during a joint monitoring field visit to Ibale Primary School, prompted by concerns raised by a whistleblower identified as Patrick Kasoro Amanyire, regarding substandard work on various city projects.

Upon witnessing the shoddy work, Mayor Ruyonga requested the contractors to upgrade materials from soft wood to hard wood in a pit latrine project, a request that led to a heated exchange with the North division Deputy RCC, who allegedly resorted to derogatory remarks against the mayor, sparking further discord.
During a subsequent press briefing attended by division mayors and city leaders, authorities asked the minister for presidency, Milly Bbalanda for immediate transfer of the Current RCC Hellen Kamwine and her respective deputies, over locking horns with the city council leaders in different matters.
They cited alleged undue influence and disrespect by the RCCs towards local leadership. Mayor Ruyonga, unveiled evidence suggesting collusion between city technocrats and the RCC’s office in awarding contracts to favored individuals, highlighting concerns of influence peddling and conflicts of interest.
What the other leaders are saying
North division mayor, Joseph Mashuhuko, condemned the lack of integrity displayed by the Deputy RCC and echoed the need for immediate action to restore trust in city leadership.
In the same spirit, Prosper Businge criticized the RCC’s office for undermining council resolutions and fostering an environment conducive to malpractice.
Margret Kabajwara, a youth counselor, decried the failure of the Deputy RCC to uphold their mandate of ensuring quality service delivery, pledging to withhold cooperation with the presidency until corrective measures are taken.
Jorum Kinuge, the secretary for works, raised concerns over the subpar quality of city projects and criticized the RCC’s silence on the matter.
Efforts to obtain a response from Andrew Ntange regarding the incident were unsuccessful, as repeated attempts to contact him went unanswered.
