The state house Anti corruption unit has summoned the Twenty three newly recruited staff of Fort Portal City, to the State house head offices Kampala.
In a letter dated August 11, 2023 copied to the resident city commissioner and the city clerk, all the 23 recruited staff are supposed to report in person and without fail the office of the state house anti corruption unit on Monday August 14, 2023.
The summon , follows this week’s arrest of the city clerk officials led by the deputy city clerk currently held at Katojo government prison over abuse of office.

The officials identified as Kyomuhendo Suzan, the acting secretary of the City Service Commission, and Ben Mutooro, the Fort Portal City Registry Staff, have also been arrested.
Kagaba, the deputy City Clerk, is accused of irregularly carrying out the exercise of staff recruitment.
The recruitment commenced in early March 2023 and due to a number of complaints that were raised, the Ministry of Public Service issued a circular saying “all the recruitments were conducted without clearance”
It should be remembered that July 3, the Fort Portal City Mayor Edison Asaba Ruyonga wrote a letter to the deputy City Clerk, instructing him to issue appointment letters to those who had been interviewed.
Upon learning of the Mayor’s instruction, David Kyasanku the substantive City Clerk who is currently on leave, wrote an Email to his deputy asking him not to issue the appointment letters.
On strength of the Mayor’s letter, Kagaba went ahead and issued 23 appointment letters to some of the selected candidates and backdated them to 29th June 2023 despite the Email from Kyasanku the Substantive City Clerk.
The appointment letters were picked by Mutooro from Kabaga’s office who registered them in the dispatch book and backdated them to 29th June and 30th June.
“This was seen as forgery because Kagaba the deputy City Clerk in his statement said he had signed the letters on 30th June, then how could Mutooro receive them for dispatch the day before.
Mutooro later delivered the appointment letters to Kyomuhendo, the acting secretary of the City Service Commission, who also falsely put a receiving date of 30th June whereas not.
