The Ministry of local government Permanent Secretary in connection with the State house Anti corruption unit, has directed the Fort Portal tourism city clerk, to immediately interdict some officials over office misuse.
The officials include, the North division city clerk Thomas Rabwoni, and Annet Kirungi Pamela the city senior accountant on allegations of corruption
Recently, the State minister for ethics and integrity, Hon. Rose Akello ordered the two Rabwoni and Pamela, to step aside from their offices.
Her argument, was for the two officials, to thoroughly be investigated on the alleged abuse of office, embezzlement of funds, and steering financial loss to the City. However, the officers were instead promoted by their superior.
The Letter
According to the letter dated June 27, 2022, as signed by the Permanent secretary in the Ministry of local Government Ben Kumumanya, he has directed the city clerk to immediately remove the duo from office to allow investigations go on.
It is alleged, that in September 2021, Fort Portal city headquarters irregularly borrowed a sum of 21M Shillings from North division in the last Financial Year.
The letter, reveals too that officers involved in such anomalies in financial management In contravention of the relevant laws, and regulations.
The laws, as revealed in the letter, have to be dealt with as stipulated by article 16 (2) of the constitution and section 12 of Public service Act 2008 . The act provides for relevant officers to step aside so as not to tamper with investigations, as one of the processes for smooth investigations.
The former Kabarole district water officer, currently the Fort Portal water officer James Burolero, has in the same letter been directed to step-aside.
Burolero, is allegedly accused of mismanaging 31M Shillings, meant to improve the Kicwamba Sub-county gravitation water scheme where he did not undertake the required water leaving it in the state of despair.
Believed, is the fact that that the letter has directed the CAO to interdict a one Kabarole district civil engineer Bruno Biswade.
Biswade, supervised the construction of Nyabweya seed school which did not come out well. He is thus accused of failure to undertake his duties that resulted into shoddy work.
It is alleged that the project that started in April 2019, at a cost of more than 1 billion shillings, has not been completed to date.
It also has no ceiling, landing ramps, gas cylinders, fittings in the laboratory and wiring yet most of the contract sum had been paid.
