An unidentified man has been arrested from the premises of Parliament today afternoon with a head of a young of about 4 years of age, in a box wrapped as a gift to Speaker Rebecca Kadaga.
The man is currently being detained at Police CID Headquarters in Kibuli and police is yet to release a statement as investigations continue.
