The 2019/20 Government Annual Performance Review (GAPR) has put Kyenjojo, Bukwo, Apac, Maracha, Abim, Namisindwa, Pakwach, Arua, Kaabong and Kikuube districts among the worst performing Local Governments in different projects to boost service delivery.
According to the The Ministry of Finance, revenue mobilisation performance has persistently remained poor from the 2017 assessment at 47% to 42% in 2018, 44% in 2019.
A number of local governments that met their own planned revenue collection targets declined from 88% in 2018 to only 23% in 2019.
The same report has put Kiruhura, Bugiri, Masindi, Katakwi, Ntungamo, Ngora, Sheema and Wakiso districts as the overall best performing Local Governments.
