The Fort Portal North division city clerk, Thomas Rabwoni and the treasurer Musinguzi Leo are on spot for failure to account for the division funds.
In a letter dated 20th April 2022, copied to the division mayor, RCC, city speaker, division speaker and signed by 22 North division councilors, Rabwoni and Musinguzi are accused of mismanaging division funds.
The two, are further blamed for failure to account for the funds. For this reason, Other councilors request them to step aside in a meantime, for further investigations.
According to the letter, councilors, treasurer Musinguzi and the division clerk failed to account for 21,977,000shs. This, was for DDEG and was withdrawn from the account without informing the executive the mismatch of release.
The letter, explains that during the 17th March 2022 division council, The mayor Joseph Mashuhuko, in his communication, disclosed that Musinguzi and Raboni acknowledged 195,709 Shs but to a surprise another release was showing 261,170 Shs from treasurer.
The councilors, also accuse the two for failure to account for 270,463,66shs that they received in August 2021, which makes the councilors seek for the two to step aside for forensic investigations.
The letter, states too that the two have failed to draft and present to the council a five year development plan, enhancement plan and physical plan which is a set back to the division in terms of service delivery.
Further to note is the audit Report shows that the division clerk has not been deducting 30%payee on councilor’s ex gratia and allowances neither paying them an issue that needs investigations.
Moses Atuhaire Bagonza, secretary finance and councilor Ibonde ward, has said that as councilors will not allow such people to play with the taxpayer’s money.

However, getting a comment from Rabwoni was futile as he failed to answer our repeated calls.
We are yet to get a comment from the city clerk whose phones were off as we tried to get his comment.
