The community of greater Rwebisengo has demonstrated over the demotion of Dr. Joshua Mugarra the In-Charge at Rwebisengo Health Centre IV.
According to the later dated 26thApril 2022, the district chief Administrative Officer Mr. Anselm Kyaligonza ordered Dr. Mugarra to hand over his office as In-charge Rwebisengo Health Centre IV to Dr. Nimron Sekanabo without a clear reason.
Residents in greater Rwebisengo, Ntoroko district together with the leaders including the mayor and councilors Rwebisengo town council, lc3 chairperson Rwebisengo sub county were forced to hold a demonstration citing that the decision made by the CAO was unfair.
From this background, Dr Mugarra had launched Twejanjabe campaign at Rwebisengo health center IV as one way of improving health services at the facility.
The campaign team leader Dr. Mugarra Joshua who is also the In-charge Rwebisengo Health Centre IV, revealed that the facility is in a sorry state.
He says, it lacks a lot of equipment such as X-ray, Scan, enough sick beds in general ward, outpatient department (OPD) among others.
Dr Mugarra, says that the facility receives over 1500 outgoing patients and 150 admissions every month. He says that community should be given a chance to complete the campaign he started, because it is to benefit them by improving on health services at the facility.
Meanwhile, it is not clear whether his demotion is based on Twejanjabe campaign that he spear headed at the facility.
Ntoroko district, was created by the Ugandan Parliament and became operational on 1 July 2010. Before that, the district was part of the Bundibugyo District. The district has survived for 12 years without a district hospital despite facing other challenges such as floods, poor infrastructure, and school dropout among others.
In another letter dated 5th April 2022 the District chairperson, District health officer and the Chief Administrative Officer Ntoroko himself gave Dr. Mugarra a go ahead with the campaign of improving infrastructure and diagnostics at Rwebisengo Health Center IV.
